There are two paths - the left (north) path is a dead end with some Ammo, so do that first before going right (south) and up the steps to several soldier corpses. To the left is a T-Bar Handle Slot - ignore it for now - so go east through the tunnel. There's some ammo on the trash to your right, then head through the tunnel. Use the Item Box and Typewriter in the corner if you wish, then head down the steps and drop into the water.
